ROM stands for Read-Only Memory and, in retro gaming, refers to a digital copy of a game stored on a cartridge or disc, saved as a file. Emulators and flash carts read these files to play games on a PC or original hardware. Legal ROMs come from games you own; downloading ROMs of games you do not own is generally not legal.
